If a Foreign Consulate Processing Your Visa Doesn't Return Your Passport in Time...?

The Bolivian consulate in LA has had my passport for 8 business days according to USPS delivery records. Yes that was over the holidays, but sketchy info suggests they usually process visas in just a few days. The problem is, I need my passport for an earlier trip to Asia and Europe, coming up in just 4 business days.

Now it just so happens I'll be in LA on Monday, so I plan to camp out at the consulate. But what recourse do US citizens have if a foreign consulate fails to return their passport in time for a trip to a third country in particular - get a duplicate passport? What's the process and cost?
