Weren't there some major parking problems at MSP last summer? Maybe it has more to do with the infrastructure of the airport than the actual utilization of gates. I was told last week that only Charter flights are using Humprey and the airport authority had spent millions to upgrade it right before the slump hit. It might just be a way to distribute the originating passengers better.
