I have not been able to force a connection through JFK, even when spoon-feeding BA flight numbers to ITA. On the other hand, when spoon-feeding the example previously given with YYZ, ITA gives an itinerary with the desired pricing.
For example, this (below) does not work, even with returns that have been previously tested. I verified all of the flights and dates in ExpertFlyer. There is I inventory.
