You need to compare apples to apples though. The $39 price for Pacific Whale Foundation is on a larger boat with a lot more people. Trilogy takes out a smaller boat and the experience is very intimate. There were 13 people on our tour and they said that was about average (I suppose they could have been lying).

I was happy with what I paid for that tour.
