For what it's worth, the recommendation seems to be to have the new system be capable of open payments (but probably not enable it immediately due to "low use"):

There has been updates in later meetings, but progress is being made. MTS already has some bids for the concept of operations. MTS is also looking into different types of TVM's and possibly have a full featured TVM and perhaps a less featured unit that only has certain options.
