That is established by an industry convention - through the IATA - on passenger protections. Rebooking to JFK, onward flights on the same ticket, meals, baggage forwarding, whatever - it's all on the operating carrier. On day of departure it wouldn't even matter if the OP were traveling on DL ticket stock. Yes, DL probably has more resources at ORD to get the OP (close) to where he wants to go. One should remember that when choosing carriers.
