Just note that the 9pm arrival will mean most buses to hotels might have left.
So, pick your hotel carefully, or you will have to slog them in the trains/grab an expensive cab.

I found that many hotels in HND airport area have buses as late as 1230am, so should not be a problem. I also for me, found cab fares from HND airport (of course not Narita) to central Tokyo wards to be ok (less than BNE/MEL where I have been this week in my case). Not as cheap as the bus, but way less than Narita.
