Car Seats now allowed in Row 1/6?

On a flight a few days ago, an FA told me that as of mid-December, a rule change was made that now permits FAA-approved car seats to be placed in rows 1 and 6 (the rows with the air bag seatbelts). However, a CARES harness is (still) not approved for these rows. Anyone have additional information on this change, and what the new rules are? If a car seat is used, how is the airbag disabled (with a regular seatbelt extender so the circuit isn't closed)?
