In my case recently, it was both. I got an e-mail, plus the passes just showed up in the app.
I’d add too that the passes have been very easy to transfer. From the app I’ve just texted a screen grab to my wife, and they’ve worked fine for her. I’ve just given her paper passes in the past and they were accepted with no problem.
