OP, I think your expectations may be in need of some adjustment.
I've searched a handful of routes on a couple different dates and IKK availability is there. Furthermore, this is definitely not a recurrence of the glitch from last year that broke the link between R space and IKK. Flights that have R>0 (and appear to have positive space) have IKK available.
The fact that AC is willing to sell "tons" of seats doesn't mean anything is actually available for upgrade or IKK.
