The whole processes is what is called an "Emergent System". It is self organizing based on the behavior of many people operating on varying principles.

As such, you cannot develop an organized system and deploy it when so many people are involved. There is no authority that can really say "do it this way"...even with announcements. There are too many random variables that it cannot be anything but self organizing. There is no way all the passengers on the plane will agree to a single system or even know about it in the first place, let alone care.
