One issue with flight number management is that wherever possible they are defined to avoid similar sounding flight numbers (across different airlines) to be in the same area at the same time. I guess there may have been some readjustment for that. The days of CX having an immutable plan where you could deduce the destination from the first two digits of the flight number are pretty much over.
