Reporting back again regarding free transit hotel. We just got an email from our local CA agent who has advised that they have us confirmed for the Crown Plaza Airport Hotel.
We had also asked about lounge access and she noted that we are confirmed for Beijing lounge on our return from Singapore to Vancouver. This is our first business class flight booked with our own hard earned money so we are pretty excited about the whole thing.

If you're flying business/first on the flight out of the airport, then yes. Indeed, since Air China is part of Star Alliance, you can visit any Star Alliance Lounge and can even visit multiple Star Alliance lounges at the one airport if you so wish.
