+1. It's a ridiculous suggestion. During descent, a time when the cabin crew is busy preparing for landing, the idea envisions everyone switching places like some aerial version of musical chairs based on whether they have carry-on items or not.

"Ladies and gentlemen we have begun our descent. Before fastening your seat belts and putting your seats and tray tables in the upright position we need you to move into different seats based on whether or not you have baggage or other items in the overhead bins....."
