I do think that people should understand how these vouchers work, as well as have an idea about how they are going to be used, before applying for the BAPP card (or keeping it for another year).
Short-haul availability is usually not too bad. If a voucher is going to otherwise expire, then a redemption in CE (or even ET) using RFS to limit the taxes and charges is a way to get some value out of a voucher without a ridiculously high co-pay.
