TD Bank in the US prints their own chipless Visa debit cards on the spot in the bank when people open an account or have their cards replaced, and only issues chip debit cards upon request, or upon expiration. They cards are magstripe only, and do not have embossed letters/numbers. The letters and numbers are either laser engraved or the card is printed before it gets laminated. They're actual debit cards and not temporary ones, but they're not as durable as the regular cards though.
