Do you? Transport Canada states that employees are not allowed to use any privileges associated with the RAIC if not at the airport performing their work duties. That means they use the regular passenger screening lines, require a valid boarding pass to clear security and are not subject to the requirement to wear a visible and valid ID. Off-duty staff may behave as a regular passenger (on-duty staff are sternly discouraged from associating with traveling friends & family in any post-security area of the airport, even domestic terminals). So it wouldn't make much sense to display a RAIC if not actually using it.
Perhaps you see AC staff wearing AC ID, which may be company policy when traveling using staff benefits?
