UA will list any delays caused directly or indirectly by weather issues as “weather.” Take the weather out of the equation and your flight is on time; therefore, UA will classify it as weather-related.

Your opinion may vary, of course, but this is consistent with how UA operates (and how every other airline I’ve ever experienced operates in the same situation). Snow at EWR can cause a weather delay on PHX-LAX.
