our gate was occupied by previous flight waiting for de icing(at the gate), therefore my flight got delayed, as well and missed my connection.

This I can understand is a weather delay for the flight waiting to de ice, however my flight didn't need to de ice etc. Wouldn't this considered a technical delay for my flight?
