The point is more that it seems like a waste of money to have a separate PIN pad when they could just hand over the actual terminal instead, especially since the terminal itself wasn't exactly in a bad location.
I think a lot of merchants don't really pick what they get, the processor just sells them their standard kit. Look how many places have wireless terminals that never leave their cradle (or if they do leave it, it's to allow PIN entry under a metre away, which would be easily served by a cable...)
