Your itinerary is Santiago-Buenos Aires on LATAM, then Buenos Aires-London on BA? It is the first operating carrier who you check your bag with that decides how far to check it on to. In which case it seems it is LATAM in SCL who you first check in your bag with and who decides whether to agree check it through to your separate LHR-DME flight.
I assume at SCL your bag gets checked through all the way to LHR being on the same booking so why would a BA agent in EZE be involved in deciding whether to check your bags on to DME? Surely it will be the LATAM agents at SCL who you would be asking and who decided?
Unfortunately based on the above comments it seems LATAM like BA do not check bags. through on to separate bookings so it does look like you will need to pick up your bag at LHR and re-check it on to DME.
