Disclaimer: I am a layman myself.
From the data, I infer that--at the point in time you accessed the data--LH was *willing* to sell 3 more business and 9+ more PE seats. However, without having access to their data and their algorithm, I cannot infer how many seats in business and PE were actually sold (or free).
