Try flying Fiji Airways, where they enforce this rule to heart. On all four flights I've flown with them, the cabin crew went up and down the cabin to thoroughly make sure everyone's PEDs have been switched off.

And in regards to MH in particular, yes, this is due to an outdated government policy as noted by Ashkale. Yet in my experience, the FAs rarely enforces it, unlike, Fiji Airways.
