As Ashkale said it is due to the Malaysian Civil Aviation Authorities' ruling as it applies to Air Asia and Malindo Airlines too.
CX/KA also has this ruling. As does SQ.
Actually, SQ allows the use of small electronic devices at all times whilst onboard. No need to switch off during takeoff and landing though mobile phones may need to be placed in flight-mode - but can be used continuously during all phases of the travel if the pax so desires.
