Just called back. Got an agent who sounded like she knew what she was doing and moved my award from Singapore to HKG to Colombo to HKG in under 5 minutes.

So yes you can redeem to Colombo on CX. I think what the agent before me honestly did not know what she was doing and just wanted to get me off the phone.
