I dunno, we've been saying that for a while but people still run into issues with signature-only cards in Europe on occasion (and the rule requiring those to work has been a thing for at least two years, possibly longer).
For what it's worth, I used the Taiwan High Speed Rail this morning, and no PIN was required. My most recent trip to Taiwan was just over 3 years ago, and the ticket vending machines were still requiring a PIN. This worked with Chase cards at least if you had set the cash advance PIN, but it caused American Express cards to fail.
