A friend of mine missed a connecting flight because immigrations lines were huge at FRA. All of the flights were on time. Is there any recourse? Usually in situations like that I am able to get the airline to make new flight arrangements without any fees, but the hotel/expenses I'm stuck with. But, maybe there are some EU policies?

you chose the flight connections so don't blame the airline. it was your responsibility to account for delays (you should always schedule a time frame of 3 hours minimum for an international connection )
