The FAQs on the VX website say that the no change fee benefit will no longer be available after December 31, 2017 even if the ticket was purchased before January 1, 2018.

No, this Premium card benefit will no longer be offered. However, you will receive a change or cancel fee waiver on any Virgin America flight taken on or before 12/31/17. If you choose to voluntarily close your account sooner, this benefit will discontinue on your specific date of closure.
