If you have multiple pending applications in the Passport India website, the system sometimes gets confused when you submit only one of them, and keep the rest pending. Definitely need to give credit to TCS for this “feature”.

I would recommend filling out the GEP application and submitting payment in one go, to avoid problems at the PSK
