I'm not familiar with UK law, but Techrader, in an article titled Photographers Rights: the ultimate guide says
Airports are private property, so restrictions apply
Detailed information seems non-existent on the Heathrow site, or through Google.

I know that in the US they have the right to prohibit photography, usually approaching and beyond security.
