The PHL gate dragon once said "No, it's not going to let you in", and I said "scan the card, THEN the BP".. He did it and it gave me access. It's a hack that we know, but not everyone, not even the employees.
I hadn't realized that the international flight requirement was unique to UA. Thanks. I'll give it a try next time I'm on a domestic flight abroad.

Maybe what the OP was seeing was UA updating its IT to deny this hack to nonUA *Gs?
