You may be sufficiently wealthy to do just that. Because you will lose. In the end, you will have paid the full F price and have an F seat.
Your view of the way you think things should be is not the way they are in reality.
That is why DOT issued the Guidance. In order to stop people from doing what you suggest unless they want to risk their cash.
