Yep, terrible status to aspire to, unless one is already RA (renewed/first-timer) from Jan2017 changed qualification regimen. Any newcomers with high spend 1Qnn or 1Hnn need wait 6-9months for deserved RA status. As such why bother starting with IC high $$$ spend at IC anymore.

Further correct, mno rolling 12month, so high IC spend in 2H2017 followed by 1H2018 is useless

Plus once guest loses RA status, that guest may well ditch IHG chain in entirety rather than chase next year spending even more $$$ at IC brand, . I know I will not bother with IHG if I lose my RA, other than the odd CP in Europe.
