Yes, they are JV partners and do work together on pricing fares, but I suspect both airlines still independently determine and file their own fares.
I believe the JV makes it metal neutral. So any seat purchased via DL is basically the same as purchasing a DL operated flight despite the fact it is operated on AF. I could be wrong though.
