Yes, and the train takes all of 30 seconds, if that, to reach the landside terminal. It’s hardly an inconvenience. There is a reason why TPA is consistently ranked one of the best airports in the nation.
There is a lot of construction going on right now, including renovating the trains, but it’s not even an issue really. The worst is largely over, which was when either red or blue arrivals was closed at night while they were building the train to the new rental car facility.
