Frankly I am not surprised by what the OP reports, at least for the phone part. I witnessed people making calls during take-off and landing during most of the flights I took the past months in Europe (Asia is another story, specially with mainland China airlines).

Crews are also less and less enforcing the rules. And at the same time, while I do not want to advocate unruly pax, between wifi becoming widely available among airlines as well as iOS software updates now no longer cutting wifi and bluetooth in safe flight mode (have no clue about Android), it is not surprising that these pax are mixing up whether their phone is turned off or not and what is allowed or not.

I fear only a major incident would clarify this, unfortunately.

Back to the OP's report, I find it unacceptable from the crew not to notice a pax vaping, specially in C in the first row (ratio crew/pax being higher than in Y).
