Technically they don't have legal authority but I think it is more than just "suggest" given that the Atlanta airport is, de facto, a Delta airport. ATL knows who makes the airport relevant.
Agreed at the end of the day ATL is the landlord and DL is just another renter of space.
Just like if you own a 50 story high rise, and 49 of the floors are rented by one company. While that company can strongly make suggestions, and have leverage over the landlord at the end of the day the landlord still owns the building not the company with 49 floors occupied.
