I am not sure how you can contract with T-Mobile for the service now. Beside, as T-Mobile has said:
Speeds vary based on roaming partner’s network; high-speeds not available in all locations. Maps approximate anticipated coverage outdoors, based on a variety of factors, and do not guarantee service availability.
We are not responsible for the performance of our roaming partners’ networks. Voice call destinations may be limited in some areas. Maps do not reflect coverage areas for Pay-In-Advance service; see
Pay-In-Advance site for international roaming options. 3G speeds require purchase of high-speed data pass.

For starter - are you 100% certain that your inability of roaming is due to network issue?

T-Mobile roaming partners change over time. IME, the new one are usually better.
