I don't think so. It shows the same for me, and my file has been sent to the Police Commissioner's Office for completing police verification.
I did go to the police station in person, and they told me that they had forwarded my file to the Police Commissioner's Office. Normally, police verification should be completed in 3 weeks. I have to see if the message on Passport India website changes at that point.
