If you want to complain, say it to a manger or put it in writing. Bottom rung front line staff aren't paid enough to care. Same with pax getting shirty with crew asking for £2.30 for a cup of hot water. They don't make up the rules, so don't blame it on them!
I suppose its quite debatable. I don't think most people can be bothered to complain to managers or even at all. But if everyone who didn't like something complained directly to front line staff (which is relatively easy to do), wouldn't that send a pretty powerful message to the managers?
