Meh. It seems like it should help, certainly enforcing the helmet law, but I'm not certain.

I just did my five-year license renewals (auto and motorcycle) this week, and a new requirement is that everyone has to watch a 1-hour "safety" video. It was a bit of a joke, and amazingly the participants in the video didn't wear seat-belts.
On the plus side, recent surveys indicate that only 50% of the people believe karma and good luck are responsible for road safety, down from 75% just a few years ago.
