I was thinking the same thing when I read the post you quoted, though perhaps on a different line than you. Even if personnel costs decrease, DHS will not reduce TSA funding proportionately (or rather congress will not reduce the allocation for DHS's budget accordingly), TSA will be directed to use that money for some other purpose. These budgets rarely shrink.
