Usually a max of 1 billing period after the statement on which the AF was billed. So if statement closed 12/11/17, you would have roughly until sometime in late January to call and speak with them about waiving it. Have not heard of AF being waived more than 60 days after it was initially billed, but there may be a DP out there that I don't know about.
However, even if they cant waive the fee at that point there may be an offer available to offset the $89 or whatever amount the AF is these days. I called and got a 5k miles after 1k spend in 90 days (like many other posters to this thread were offered) in addition to my AF being waved.
HUCA and YMMV apply very much here.
