I think your figure is high by a long shot, but regardless, you're looking at it from the perspective of what's convenient for the airline. I don't think DL, UA or AA would introduce a new aircraft, let alone a new type, without having WiFi installed or operational because customers expect to have WiFi.
Apparently at AC, convenience for AC outweighs serving the customer.
