Nobody is saying that. If Marriott offered two rates for the same room, one with the PAG and one without, choosing the higher one to get the PAG would be stealing. If the points are included in the only rate, as they are, it is not stealing. Hopefully you already know that difference, but it's obvious that the truth is being blurred to justify stealing.
