Accor Plus costs about $200 per year and this gets you a certificate for one award-night (subject to spotty availability), a 50% discount on breakfast and food, and a 10% discount on room rates (which seems to disappear during super-sales)

As long as the paid Accor Plus guests - many of whom are also Platinums - are only getting 50% off breakfast, it's difficult for Accor to offer it free to Platinums as this would erode the already-flaky benefits of Accor Plus.
