first of all, neither is "wrong"; they're just used in different contexts

as others have mentioned, "OUT"/"IN" (chocks pulled/placed or parking brake released/set, respectively) are terms that the airline uses to gauge operational metrics (stuff that the passengers care about, and stuff that often dictates aspects of gate agents' annual performance assessments) ... "OFF"/"ON" are the actual takeoff and landing times (wheels off/on ground) that impact things like periodic aircraft maintenance requirements
