when one arrives HKG you are in the sterile arrivals section , to exit that...you either go thru immigration into HK or transfer into departures by showing (onward) boarding pass. Only once into departures you can enter EK lounge if you have EK boarding pass ex HKG.
I would imagine they apply at most a 23.59 hr before flight lounge access rule.
