But since I am on a business award would i still get access in Paris? I'm traveling with 3 other people who used UA miles and were able to get business on both segments so would be nice to join them in lounge.
If I am not allowed, is it possible to pay for access and if so, how much?
Your case is actually vey rare and you can probably only try. Just recently met a lady from SFO at the CDG lounge who was flying Y from CDG to FRA and F from FRA to SFO and she was granted access at CDG. This could, however, only apply to feeders to a long-haul connecting flight in F.
As to the prices: The LH lounge at CDG is probably the worst LH lounge systemwide (basement, no windows, a-lot-to-be-desired food selection etc. -- my advice: try to minimize time at CDG and enjoy the lounge at FRA before your long-haul.
