You should not assume that: (a) the check-in agent will have a computer terminal
and (b) that the check-in agent will have access to the fare rules
and (c) that the check-in agent will know how to interpret them properly.

Mind you, it might be a real pain to re-issue a RTW so hence the reluctance to reissue RTW tickets. But worth a try... a different agent might be more willing?
It is probably better to experience some "pain" now and get them re-issued as opposed to being either stranded at one of the airports or being charged for excess baggage.
